SecuROM Leaks Details of Upcoming 1.03 Patch?

A member in another forum called lolel had an interesting post, it said this,
“I had an issue with Securom launching the game using my retail CD. It was not recognized as a genuine disk. So I sent them an an email and they responded back in less than 12 hours. They sent a link to a new LaunchGTAIV.exe file that happens to be a no CD launcher. Below is what they wrote with a link to the new .exe file:”
So what do you think happened? Well the unthinkable happened SecuROM sent him a working no cd exe. Here is their email back to him.

Your issue can be solved with an updated executable.
Please perform these steps:
1. Open the folder ‘C:/Program Files/===jeux/gta/Grand Theft Auto IV/’
2. Rename the ‘launchgtaiv.exe’ to ‘launchgtaiv.exe.OLD’ in the folder above (Right-click on this executable and go down to ‘rename’) 3. Download this zip-archive:

4. Extract the new ‘launchgtaiv.exe’ from the downloaded zip-archive into the folder ‘C:/Program Files/…/Grand Theft Auto IV/’
5. Start the new ‘launchgtaiv.exe’If the problem persists, please send another analysis file of the new ‘launchgtaiv.exe’ to us.

I have blocked out the actual file download address, I’m not going to post that file link here because I’m pretty sure that 3rd party members aren’t allowed to tamper with another games files, unless given permission. Plus GTAHQ is NOT about to support piracy.
This wasn’t the odd part, what was weird is the version number that is located within the properties of this file was version number 0.1.0.3 which falls in line with a new patch version number. Could R* already have a new patch in the works that we don’t know about? This tends to back up this theory. Check out the image below.
